Dear Minister Jordan,
On behalf of the Council of the Municipality of the District of Shelburne, I am writing regarding the extremely volatile and dangerous situation that continues to unfold in St. Mary's Bay, Nova Scotia. Quite frankly, if the Federal Government does not take immediate action, I fear what the potential outcome may be.
The Municipality supports the right of all fishers to be able to fish, but while in season. As you are well aware, the lobster industry has and continues to provide a significant livelihood for many in Southwest Nova Scotia and other parts of the Province. It is the backbone of our economy and has direct and indirect social, financial, and cultural impacts on our community. We are asking the Federal Government to meet with those involved to come to a resolution, one that must be enforced by government that protects everyone's rights, both today and into the future, and will lead to the conservation of the stock, sustainability of the industry and viability of rural Nova Scotia.
Without your intervention, this industry will face certain decimation. We ask that you take immediate steps to protect this vital industry today and for generations to come. Time is of the essence for the safety of our fishers, residents, community, and the lobster industry.

High-Speed Internet Access for More Homes and Businesses in the Municipality of Shelburne

Shelburne, Nova Scotia, September 1, 2020 - Today, the Province of Nova Scotia and Develop Nova Scotia announced the second round of Internet for Nova Scotia Initiatives, including a project to connect more homes and businesses in the Municipality of Shelburne to Bell Canada’s all-fibre network. This project is made possible through an investment of $46,000 by the Municipality and will provide residents with download speeds of up to 1.5 Gigabits per second (Gbps).
“This is a very exciting day,” stated Warden Penny Smith. “Our Council has been working diligently with Bell Canada to provide this essential service in our Municipality. With today’s announcement, we believe we will be the first rural municipality in the province to provide almost 100% access to eligible homes and businesses, which means anyone that can access power will be able to access the Internet. This is a game changer for us. COVID-19 has clearly demonstrated the need for reliable high-speed Internet now more than ever. We need it to be able to work from home, or to run a business, and it is vital for our education system. Many companies and organizations have realized that with Internet access, many services can still be offered and employees can work from home. Along with our pristine natural environment, safe communities and friendly people, which contribute to our quality of life, we can also boast having the fastest high-speed Internet available. It is a great time to make the Municipality your home or to set up a business.”

The Municipality continues to meet with partners to find ways to ensure that the service is provided as expeditiously as possible.
The Internet Projects in the District have been in partnership with Bell Canada and Develop Nova Scotia.
Develop Nova Scotia is the Crown Corporation responsible for developing and implementing a strategy to provide high-speed Internet access to unserved and underserved Nova Scotians. They manage the $193 million placed in an Internet trust fund to connect more communities, homes and businesses across Nova Scotia.

Blood Collection Toll-Free Telephone Appointment Booking Line
Expands to Saturdays in Western Zone

WESTERN ZONE - Nova Scotia Health continues to work to improve the blood collection toll-free telephone appointment booking process. This includes adding more staff to address issues and delays people may experience when they call to book a blood collection appointment.
In Nova Scotia Health’s western zone (Annapolis Valley, South Shore and South West areas), the toll-free appointment telephone line is expanding to six days per week. It will now be open every Saturday from 8 a.m. to 4 p.m., starting Saturday, August 29. Also, more staff will be available Monday to Friday to clear up any backlog of callers waiting in the queue after the phone lines close at 5 p.m.
“We are still experiencing a high number of callers, and we want to thank everyone for their patience,” said Leslie Oliver, Director of Laboratory and Pathology Medicine for Nova Scotia Health’s western zone. “We also want to sincerely apologize for the length of time people may be waiting on the telephone.”
Nova Scotia Health has started the implementation of an online booking system for blood collection that will allow people to book appointments with ease and reduce wait times.
Requiring booked blood collection appointments, as opposed to the former walk-in service, helps Nova Scotia Health maintain physical/social distancing in our waiting areas. Providing booked appointments is part of Nova Scotia Health’s response to COVID-19.
Nova Scotia Health is gradually re-introducing services that were reduced because of COVID-19. This includes re-opening some blood collection sites where it is safe and appropriate to do.
Blood collection services will be available at Weymouth Health Centre each Wednesday, starting Wednesday, September 2.
Appointments for outpatient blood collections in the Annapolis Valley, South Shore and South West areas can be booked using one toll-free number: 1-833-998-2722. Call from 7 a.m. to 5 p.m., Monday to Friday, and on Saturdays from 8 a.m. to 4 p.m.
When coming for blood collection, people are asked to please arrive no more than five minutes prior to the appointment to avoid congestion in waiting areas. The safety of our patients and our staff is top priority.

Nova Scotia Power to begin smart meter upgrades in your community July 27

Starting July 27, Nova Scotia Power’s authorized contractor, Tribus Services, will be in your community upgrading residential and business customers to smart meters.
The information below explains the upgrading process:
- Nova Scotia Power will conduct smart meter upgrades in your community. Information about the upgrades will be sent in advance to all customers.
- Installing smart meters is a key step in modernizing Nova Scotia’s electricity grid. When smart meter technology is turned on in 2021, the technology will provide customers with more convenience, reliability and control. Benefits include:
- Access to daily information and notification on energy usage will help customers make informed decisions and better manage electricity costs
- Connecting or disconnecting electricity will be easier and faster without the need for an on-site appointment
- Smart meters will notify Nova Scotia Power when the power goes out, helping us respond more quickly in the event of an outage.
- In most cases, meters are located outside of the home, so customers don’t need to be present when the work is done (the upgrade will occur sometime between 8 am and dusk, Monday to Friday).
- The upgrading process takes about 15 minutes to complete and customers should only experience a momentary loss of power.

Safety protocols, which follow the guidelines established by the Nova Scotia Chief Medical Officer of Health, will be followed. This includes:
- Wearing personal protective equipment including cloth masks and gloves
- Wiping surfaces before and after their work with disinfectant
- Maintaining physical distancing and keeping any interaction with customers as brief as possible.

Sable River Volunteer Fire Department Community Consultation Report

The Municipality of the District of Shelburne engaged the services of facilitator and consultant Max Chauvin of Chauvin Resource Development to conduct a community consultation and public meeting to gain a clear understanding of the specific concerns of residents pertaining to the Sable River Volunteer Fire Department’s services, Board decisions and management. A paper/online survey was also available to the public to provide input to Council.
This report represents a summary of the feedback received through the community consultation and the survey.
The facilitator has also included in the report 14 recommendations for Council’s consideration. Council will review the report and recommendations in full and will work with staff to develop a course of action.
This report represents the community’s input as a whole and has formed the basis of the facilitator’s recommendations. Council would like to thank everyone who was able to attend the meeting and those who filled out the survey.
